The death of devolution

On Monday Dominic Cummings confirmed something that we’ve all known for quite some time. He said that Boris Johnson is an “unthinking Unionist” who thinks that devolution has been a disaster. Cummings also added that Johnson would like to abolish the Scottish and Welsh parliaments but is held back from doing so for fear of the political consequences. Johnson’s antipathy to the devolution settlement has been obvious for quite some time. Back in November last year Johnson told a zoom conference of Conservative MPs representing Northern English constituencies that devolution had been a disaster and described it as Tony Blair’s “biggest mistake”.

Apparently Johnson thinks that the Scottish Parliament was a bigger mistake than going to war in Iraq on the pretext of evidence that was fabricated, plunging the Middle East into chaos and creating the circumstances which led to the rise of the Islamic State and the loss of hundreds of thousands of lives. But that is – to use one of Johnson’s favourite words – mere piffle when compared to the political problems that devolution has caused for the Conservative party. But then it’s only because of devolution that Murdo Fraser and Annie Wells get to make fools of themselves on social media on a regular basis, so just maybe he had a point of sorts when he described devolution as a disaster. After all he didn’t specify who it was a disaster for.

The Prime Liar later attempted to claim that what he meant was that the way the SNP had governed Scotland had been a disaster, but that’s clearly a back-covering lie, not even Johnson could get away with claiming that the SNP were a creation of Tony Blair. It was obvious that he meant that he thought devolution should never have happened in the first place.

Devolution only came about because of a decades long political campaign in Scotland, by the time Blair’s government implemented it (although not until after Labour had tried to water it down by as much as they thought they could get away with) it had become, unarguably, the settled will of the people of Scotland. Blair’s government only introduced devolution because the consequences for the Labour party of failing to do so would have been an electoral annihilation similar to that which befell the Conservative party in Scotland in 1997. Johnson is obviously one of those Conservatives who believe that democracy need not apply when it comes to questions of Scottish self-government. He’d be quite happy to ignore the results of Scottish elections entirely. In fact that’s the closest thing he’s got to a political strategy for dealing with Scotland.

This week Dominic Cummings confirmed that Johnson’s statement that devolution had been a disaster was a true reflection of Johnson’s feelings about the devolution settlement. They are sentiments which are shared by other senior figures in the Conservative party. Last year Jacob Rees Mogg described devolution as a part of Labour’s “constitutional tinkering” and said that the Conservatives needed to undo it, presumably in order to replace it with a system where forelock tugging peasants surrender a tithe of their incomes and their virgin daughters to the local laird in return for the right to live in a hovel, a privilege for which they should jolly well be grateful. Don’t they realise just how offensive it is to Jacob’s refined sensibilities to have to acknowledge that the lower orders even exist?

We don’t really need Dominic Cummings, or even the unguarded comments of Boris Johnson, to tell us what this Conservative government really thinks about devolution. Their attitude is screamingly obvious from the contempt and disdain with which Downing Street treats Holyrood and the Welsh Senedd. At every stage in the pandemic, Downing Street has made decisions which affect the entire UK often without even bothering to keep the devolved governments informed despite the fact that public health is a devolved competence.

Conservative contempt for devolution is equally obvious in the way in which the administrations of both Johnson and May before him have abused Brexit as an excuse to undermine and weaken the devolution settlement. The UK Internal Market gave Westminster the right to spend public money in Scotland and Wales on areas which are devolved to Edinburgh and Cardiff. These changes were introduced against the will of the Scottish Parliament and are directly contrary to the Vow made to the people of Scotland in 2014 by the Conservatives along with the other main anti-independence parties that no changes would ever be made to the devolution settlement and the powers of the Scottish parliament without the express consent of Holyrood.

All that prevents the Conservatives from abolishing the Scottish Parliament is the knowledge that the political backlash such a move would provoke would lead to a strong surge in support for independence and make Scottish independence all but inevitable. Scottish opinion may currently be pretty evenly divided on the question of independence but devolution still has overwhelming public support. According to an opinion poll carried out by YouGov in February only 20% of Scottish voters would support the abolition of the Scottish Parliament, and over a third of those want to see Holyrood’s powers be given to beefed up local authorities, not returned to Westminster. Only amongst those who identified themselves as Conservatives was there majority support for abolishing Holyrood.

The two parties with manifesto commitments to the abolition of Holyrood, the Uber-Unionist Ukip and the fringe Abolish the Scottish Parliament Party between them only managed to win less than 0.5% of the votes in the recent Scottish elections.

The Conservatives ooze arrogance and contempt but they are not entirely stupid. They will not try – overtly at least – to abolish the Scottish Parliament. Instead they will do what they can to marginalise and undermine the devolved governments. It is only the prospect of another independence referendum which holds them in check. If Scotland votes against independence in that future referendum the Conservatives will certainly make moves to neutralise Holyrood as an alternative source of political power and authority. In the meantime they will continue to do what they can to weaken and delegitimise the devolved institutions.

Devolution has no future. It has failed to do what it was created to achieve, to protect Scotland from the malign decisions of Conservative governments which Scotland didn’t vote for. It could not protect Scotland from Brexit and the Conservatives have now ensured that a Conservative government in Westminster can bypass Holyrood. The comments from Dominic Cummings merely confirm that if Scotland wants any self-government at all, independence is the only way to ensure it. There is no halfway devolution house any more, it’s either independence or direct rule from Downing Street. Devolution is dead.

    For those Scots who are undecided on independence and those who have shifted their opinion because of Brexit,it is not so much what the Tories have done but the fact that they CAN.
    Only complete independence from Westminster can protect us from Westminster,whoever ends up in charge of that institution.
    Johnson is just another in a long line of Westminster leaders who were hostile to Scottish aspirations.

    While publicly they may toe the Tory line on abolishing Holyrood , privately Annie Wells and Murdo Fraser will be appalled at the thought .
    Annie would be back behind the counter at M & S and Murdo would be back to that village which has been without its idiot since he entered Holyrood .

    If memory serves correctly, Blair was as against Devolution as the Tories but was pushed into it, the Labour reframing that they promoted it’s introduction is complete fiction.

    As with Brexit, dismantling Devolution is on the Blue Rinse Brigade’s bucket-list, and as with Brexit, they are so detached from it’s reality for everyday folk as to be downright dangerous.

      I can’t recall his exact attitude towards Scotland, although I do think he was pushed into it, so as to ‘complete the work of John Smith’.

      However, we Welshies *do* know he was even more lukewarm about devolution to Wales in 1997. Part of this explains why our ‘National Assembly’ (as was) had far fewer powers than those of the Scottish Parliament. Further, the CEO (for want of a better term) was to be a ‘First Secretary’ (Not ‘First Minister’ as some babu let it be known that the Welsh translation of the latter was the same as ‘Prime Minister’. Blair didn’t like this idea of anyone being his equal, so the title of ‘First Secretary’ was applied.)

      When it came to the appointment of the first FS, it was a Blairite placeman – the unlamented Alun Michael – who got the job. Again, Blair appointed him at the expense of the more Welsh, Rhodri Morgan, who eventually did become FM, changing the title of the post in the process.

      Blair is said to have shouted about ‘the effing Welsh’ at the TV in Downing Street following the first elections in 1999 which saw a Plaid Cymru surge, depriving ‘Welsh’ Labour of an outright majority.

      We were later told that he was criticising local ‘Welsh’ Labour activists for not being sufficiently activist.

      Aye, right.

      It would be ‘interesting’ if he dared. At the very least the true boundaries of the debate would be set in stone? Up until now the Unionists have captured quite a chunk of the centre ground, which might be realistically described as ‘no change’. They are now emboldened to claim that our current constitutional settlement(s) are a step too far. I kind of hope that their new position is spelt out – for it accurately reflects their thinking – in their next manifesto.

      We should never interrupt our enemy when he is losing.

    As far as I am aware the Scottish Parliament cannot be abolished without a referendum. I recall that the Abolish the Scottish Parliament party got 0.3% of the vote back in May.

    Surely we must have all known this was coming from this regime, Unionists in Scotland will love the idea, even those with their bums being warmed on our Holyrood benches because sure as eggs is eggs the Tories will have plans for rigged Mayoral appointees of the English government under the control of an appointed governor seated in Government house in Edinburgh with his/her colonial staff where the great traditions of England can be placed on show and English military can parade around Edinburgh and any city they choose just the way they used to in the good old days

    Johnson is a nut case and he will try it, whether he gets away with it will be entirely another matter and I don’t believe for one nano second Nicola Sturgeon and the SNP haven’t planned for exactly this scenario

    But Johnson is a gambler on himself and has no regard for anyone else’s rule of law, what did he say when the Supreme court of law told him he’d acted unlawfully when he prorogued the Houses of Parliament? “I don’t agree with that” “I don’t recognise that* Johnson is going to plough on just like the English good old days of pooling and taking and keeping and defy anyone who tries to stop him

    The question is will the world wear any of this again from England? I don’t think so

    An examination of the FMs Twitter account from 6/5/2021 to 6/6/2021 reveals that 72% of trolling originates from accounts in England, 18% from trolls with Glasgow Rangers logos or slogans in their accounts and the remaining 10% are random accounts between Scotland Northern Ireland and overseas, quite a few of the random Scottish accounts have the ABLA slogan in their accounts

    I bet the Twitter trolls never realised these are checked for origin

        Capella: You only have to look at the Herald comments, if the Herald runs an on-line piece that has a potentially negative SNP angle to it. So plenty to chose from given it’s the Herald 🙂

        The “attack comments” come thick and fast and I am sure a large proportion are being co-ordinated.

        I think it’s slightly different this time, though. Belief in the Union and fear of the “unknown” is diminished, so the tack now is to revert to the old tried-and-tested recipe: divide-and-conquer. There’s a determined mind-gaming attempt going on now, I believe, to disillusion people and make them lose confidence in the SNP leadership, make them think that people who have given their all for years for independence are somehow no longer serious. Unfortunately there are some who have become so blinded by their own festering impatience they seem only too ready to help spread the disaffection. This is seriously mistaken. It impacts especially negatively on those still wondering which side to choose, which way to turn. We need to stay united in the face of the Great Union Bluff and remain willing to stick this out for the long run.

        It’s a test of resolve right now, and it’s the most resolute who will win.

            Yes, me too. The negativity on display from so called supporters of Independence is ridiculous, you can safely assume that the majority are opponents of Independence who are trolling and the rest are dissatisfacted supporters who are unhappy that they aren’t getting everything their own way.

            I can’t believe that there are those I would never have imagined would fall for the obvious “divide and conquer” policy being waged against Independence have actually done so and wholeheartedly joined in with it. Gobsmacked is an understatement.

    I came across an Alba supporter on Twitter today. There was a pic of Nicola at the SNP conference in 2019, that’s what had caught my eye. When I read the bile on the page I was shocked.

    There is something not right there. Saw a clip on TV recently where someone said that he ignored trolls as they are sad people who made rubbish choices in life and are now angry at everyone who didn’t.

    These folk always remind me of the guy in the pub who was always a pain in the arse and had an opinion on everything and a solution for nothing. Folk ignored him and carried on drinking their pint.

    Now they have an audience, He is right they are not worth wasting time and energy on.

    The New Yorker published a surprisingly well researched article about Nicola Sturgeon and the SNP a few days before the May elections. it’s a long read but worth it for the context of devolution and how far we’ve all come. Boris Johnston’s Culture wars must not be allowed to divide us now:

    Agreed devolution has ran its course although it has been good for us all, it still is. Independence is our future hopefully it will come before I keel over.

    Yesterday I told a soft No about Cummings revelations about Boris and devolution. I was pleased that he supported Holyrood as did a Conservative supporting neighbour. Fear about the loss of Holyrood is high I feel.

    All we need now is a date and a full campaign to claw back the apparent loss of indy support. That loss itself is weird as independence is a non party objective for all people.

    Watched ‘Broadcasting Scotland’ news programme yesterday evening with Gordon Ross and Chris McCusker, discussing among many things, the English governments’ plan to directly hand cash to councils in Scotland, thereby bypassing the Scottish government.
    This it was suggested, is an attempt at dividing areas of Scotland, a sort of partition, where money will be used to garner favour for the union, in particular funding projects in Tory/Labour coalition councils. Gordon Ross covers the subject at his Indy Car GR channel on YouTube on the 6th July as well. He reckons that they will do this because it would be too risky for them just to close down Holyrood.
    I have to say I think he is correct.
    Have a dander of ‘Scotland at 7’ over on YouTube, well worth it. It’s crucial people know what’s very likely being plotted by the English government, via sharing WGD articles and Independent broadcasting etc.

    Johnson will be relying on threats of ending devolution to make the middle folk and waverers sigh with relief when it doesn’t happen, and then thank their lucky stars for no change.

    And with that comes reinforcement of the ‘no change’ mindset, which prevents Indy. Rather than try to hold ground, they prefer to threaten negative change and force Indy folk into a no change camp.

    Don’t imagine that Cummings isn’t playing a game either. They never say something unless it’s to illicit a reaction from someone.

    “We can’t lock down forever” then they go on to cite many other illnesses and conditions that require medical treatment to back up that statement, well apart from the glaringly obvious that more people doddering around with Covid means more people referred to hospital and so taking away the staff from these areas they already quoted as needing attention, then there’s the other smacking you in the face fact, nobody catches cancer or liver disease or diabetes in the supermarket or gym or soft play area or on the bus going there, Covid is a transmittable infectious disease, and if you get it you’re isolated within a hospital in order to prevent transmission, so lockdowns are a public way of dealing with Covid in the same way as hospitals basically lock you down to avoid transmission so all these other conditions they claim they’re worried about still won’t get treated in a timely fashion because the hospitals will be full of infectious disease locking all these concerning conditions out of hospitals

    Boris Johnsons English government is abrogating responsibility for protection of the citizens who voted for them to protect them and forcing the other devolved governments to do the same without consultation using weight of English numbers, it’s the same as not building air raid shelters if there was a war and bombs were dropping on our heads, did they ever say during those times “you can’t protect yourself in the air raid shelters forever even though the war is still on” are they now saying look some of you are going to die but we don’t care anymore because we’re fed up with waiting for Covid to go away”

    The new Tory mantra should read “we’re bored of it all now so go out die and hurry up about it so we can make some money selling you booze then you’ll not notice we don’t give two f***s about you’re actual health”

    If the Tories get really lucky they’ll have given enough space with their incompetence for a new variant to unleash itself upon us and we can all look forward to what they’ll do about that…..umbrellas maybe? Covid disease shelters? but certainly no masks because they’re just far to uncomfortable for us all to wear while we’re catching Covid

    Remember when Nicola Sturgeon was the first leader to say wearing a face covering was a good idea according to her scientific advisers and the Tories screamed NO NO NO there’s no evidence to support that, until their scientific advisers advised them there was then they mumbled aye well OK there is

    Boris Johnson’s ”Freedom Day” is just another simple-minded slogan targeted at the hard of thinking ( naturally repeated uncritically by the English media ).

    This has all the hallmarks of a Lemming-like leap into the dark .

    Of course the Scottish Unionist Lemming Leaders are urging the Scottish Government to cast aside all the precautions which have helped keep our hospitalisations and death rates much lower than in Lemming Land and follow their lead .

    The world looks on aghast as the UK , with the highest incidences of the Delta variant , drops any pretence of protecting its population in the narrow interests of a clique of Tory MPs who value money above all else .
    So much so that they have a Banker as Health Secretary , slapping down medical experts who dare to suggest that 100,000 new daily cases predicted AFTER Freedom Day is NOT actually a good thing !

    The walking contradiction that is DRoss is simultaneously criticising the surge of Delta cases in parts of Scotland yet also urging that the measures that can reduce cases are DROPPED in line with Lemming Land .
    His personal media advisers , BBC Shortbread , will give him ample opportunity to spread his messages of doom , undermining the advice from the SG .
    However when the inevitable deaths accrue from HIS actions HE will be first in line to point the finger of blame at the Scottish Government and Misreporting Scotland will be holding his jacket , along with Anus Sarwar bleating his sanctimonious bullsh*t in the background .

      All along Westminster’s actions have increased infection rates. The question that needs answered is . . . why?

      Building up debt, damaging the economy, high death rate. Slow to close borders, importing a new more virulent mutation Why.?

        All he needs is a win a couple of days of blue skies and he’ll be telling them all to breathe deeply because they’re better than the rest of the world at Covid beating and they’ll fall for it, if they lose at the football he’ll have to think up another wizard wheeze to con the public, but as long as those England flags keep flying he’ll be comparatively safe from criticism because the English army have beaten the nasty furriner armies, sorry, footballers, not armies, Oops! a slip of the typing keyboard there, perish the thought there’d be such comparisons ( clears throat)
